are you thinking regular horse or like My Little Pony?
MY friend in OK has horses and little girls so I'll ask her for any suggestions..

I know one of the "party planning" catalogues (Birthday Express or something like that?) has an option for horsey-themed stuff. Plates/cups/napkins, treat boxes, the whole shebang.
ETA: What about having them dress like cowboys/girls?

We did a horse party for Dylan two years ago. Bought the kit from Birthday Express. It rocked! It came with everything you need, including goody boxes and contents. The girls did the activity that came with the set (decorating horseshoes) and we played a game outside. I hung apples from a tree and the girls had to eat them like horses, no hands.

I was going to suggest cowboy hats & bandanas...or maybe just the bandanas if the hats are too pricey.
You could do fingerpainting and have them paint a horse or make copies of a horse outlined and let them color them then give away prizes for the best picture? You could play horseshoes...I know you can buy the kits with the heavy plastic ones instead of having the really heavy ones.

I agree with the horseshoe idea, they'd like that! They could decorate bandanas with fabric pens. Could you do a game where they try to lasso something?
